TSA combination lock help?

Slowly I followed the instructions on how to set my own combination numbers to my TSA locks approved. But, the shackle will not open or pull up to fit into place. The lock is open and I try to put in my numbers that I just used (And yes I know they are correct) and nothing happens. I can not close it, so I was wondering if there was a way to reset it? Thanks!
